摘要:界定城镇化可持续发展内涵,构建了包含城镇化、信息化和技术创新、社会福利、资源环境四个子系统的城镇化可持续发展评价指标体系,以长三角地区为例,采用2003—2010年的数据,对其可持续发展综合水平进行熵值法测度,并对其可持续性进行象限图评价,最后结合子系统的得分及权重探究可持续发展的原因。结果表明:1长三角地区的上海、南京等大部分城市的可持续发展水平呈下降的趋势,杭州、常州、苏州、湖州、嘉兴五个城市的城镇化处于可持续发展阶段;2城镇化可持续发展综合得分较高的城市(上海、南京、杭州、苏州)都属于大型城市,但上海、南京城镇化由于有限的社会福利、资源环境承载力处于不可持续发展的阶段,而杭州、苏州因资源环境的优势可持续发展能力很强;3资源与环境在城镇化可持续发展过程中发挥越来越重要的作用。为促进整个区域的城镇化可持续发展,应结合子系统演变规律针对不同类型城市提出不同城镇化发展策略。
From the perspective of the connotation of sustainable urban development, the paper constructs the urban sustainability indicator system including urbanization, informatization and technology innovation, social welfare, resources and environment. Based on the panel data of 16 cities in the Yangtze River delta during 2003-2010, the comprehensive level of urban sustainability is measured by entropy method, and the sustainability of urban development is evaluated by quadrant method. Finally, the paper explores the cause of sustainable development according to the scores and weights of subsystem. The result shows that: (1) The sustainable development level of most cities such as Shanghai and Nanjing is descending. Hangzhou, Changzhou, Suzhou, Huzhou, Jiaxing are in a sustainable process of urbanization. (2) The cities (Shanghai, Nanjing, Hangzhou, Suzhou) with higher scores of sustainable development are all large cities. Shanghai and Nanjing are in an unsustainable process of urbanization owing to limited bearing capacity of social welfare and environment, whereas Hangzhou and Suzhou demonstrate better sustainability due to the advantages of resources and environment. (3) Resources and environment has played an increasingly important role in the process of the sustainable urban development. In order to promote sustainable urban development of the whole Yangtze River Delta, corresponding development countermeasures of urbanization should be proposed for different types of region on the basis of the subsystem evolution.
