摘要：为何中国的居委会选举能够在居民普遍冷漠的情况下获得高投票率?以往的研究认为主要在于居委会利用积极分子进行了动员,并认为积极分子之所以如此,是因为他们与居委会之间存在着人情与互惠关系。论文通过参与式调查提出,高投票率的关键是行为者构建了基层政府、居委会和积极分子之间的合意机制。这一机制不仅保证了高参选率,还保证了选票的高集中率。它的有效运作有赖于居委会培训和候选人产生的制度保障,同时,单面相的纵向社区结构和以娱乐为主的社区活动才是积极分子产生的真正土壤,并为合意机制提供了运行的社会基础。此外,浅层冷漠的选民则为这一机制提供了民众基础。这一机制还是社区治理结构的反映。
Why is voter turnout of Resident's Committee(RC) elections among indifferent residents so high? Researches on this topic suggest that residents are widely mobilized by RCs through community activists.And the behavioral motive of activists due much to doing favors to and the reciprocity with RC.This paper argues that the key factor of high turnout is a special'negotiation'system among grassroots government,RC and community activists.The system ensures not only a high turnout, but also a result in accordance with the prior planned arrangements.RC's Training System and candidates election system are the institutional foundation of this'negotiation'system;the community structure and community activities characterized by vertical integration is its social foundation;and thin-indifferent individuals lay the mass groundwork for it.Meanwhile,it also reflects the community governing structure.
