摘要："Incorporation and Convergence" have significant meanings to the administration of Europe,and have played a role of "system design" in the process of European integration,as well as facilitated the solidarity of the EU members.With the enlargement and maturity of the EU,the practice of "Incorporation and Convergence" has confronted a series of difficulties.
