摘要：互联网名称与数字地址分配机构(ICANN)是重要的互联网国际治理机构,与美国商务部具有合约关系,受到美国制约。国际社会努力呼吁解除美国对ICANN的单边控制,改革ICANN管理机制。出于国际国内各方面的权衡与考虑,美国宣布放弃对ICANN的监管权,力推全球范围内的多利益攸关方模式,并对权力移交设置了诸多条件与限制。美国放弃对ICANN的监管权并不意味着放弃了其对ICANN的控制,只是转变了方式。从发展历程来看,多利益攸关方模式仍然应该是联合国主导的模式。互联网国际治理中的ICANN职能可以在国际社会的共同努力下,实现先国际化后全球化的目标,其关键是继续增强国际社会对互联网治理的主导与参与。
Internet Corporation for Assigned Names and Numbers(ICANN)is a most important agency for the international governance of Internet.It is kept under the control of the American government for its agreement with the U.S.Department of Commerce.The international community has urged for a long time for the cancellation of the unilateral control of the U.S.government and pushed forward the reformation of ICANN regime.Considering the factors home and abroad,the U.S.government declared the relinquishment of the stewardship of ICANN and pushed for the multi-stakeholder model worldwide.At the same time,it placed many conditions and restrictions on the transition of governing power so as to control the transfer schedule.Therefore,it doesn't mean that the U.S.government has completely given up the control of ICANN.It is only a change of its way of control.The ICANN function in the international governance of internet can be reformed following the trend of first internationalization and then globalization,with the guidance and participation of the international community in Internet governance.
