摘要：近年来,随着气象灾害形势日益严峻,风险治理从传统的政府主导模式转向社区本位模式。文章基于上海市L街道的实证调查,研究城市气象风险在社区层面的治理路径及其内在张力,并探索社区本位模式的发展策略。研究发现,城市气象风险治理的社区路径包括三个阶段:在前馈控制阶段,社区主要根据风险预警进行社区动员,但社区利益相关者的参与不足及技术限制影响了效果;在应急处置阶段,社区自治与网格化管理体系的融合促进了社区行动,却要面对风险联动处置中的条块整合与整体性治理;在恢复发展阶段,风险应对主要是社会救助、保险理赔和情绪疏导等社区支持与服务,也面临路径依赖与社区风险治理效能弱化的问题。总体而言,气象风险治理具有一定的社区化倾向,但尚未形成社区为本的治理模式。进而从社区弹性的角度,探索气象风险治理的完善策略。
In recent years,with the increasingly severe situation of meteorological disasters,risk management from the traditional government-led model to community-oriented model.Based on the empirical investigation of L street in Shanghai,this paper studies the governance path and internal tension of urban meteorological risk at the community level,and explores the development strategy of community-oriented model.The study found that the community path of urban meteorological risk management includes three stages:in the feedforward control stage,the community mainly carries out community mobilization according to risk warning,but the effect is affected by the insufficient participation of community correlative profit operatorand technical restrictions.In the stage of emergency treatment,the integration of community autonomy and grid management system promotes community action,but it is faced with the integration and integrated governance in the linkage treatment of risks.In the stage of recovery and development,risk response is mainly community support and services such as social assistance,insurance claims and emotional counseling.It also faces the problems of path dependence and weakened effectiveness of community risk management.In general,meteorological risk management has a certain tendency of community,but has not yet formed a community-oriented governance model.Then,from the perspective of community elasticity,the paper explores the perfect strategy of meteorological risk management in community.
