摘要：作为农民工社会保障法价值目标的社会团结可被区分为城镇团结、农村团结和国民团结。农民工社会保障法中的羁束性制度规范可约束各方维护社会团结理念,自主性制度规范则可激励各方增进社会团结精神。农民工社会保障法有助于推进城镇团结的"直哺式"强化、农村团结的"反哺式"强化、国民团结的"结构式"强化。农民工社会保障法的变迁有助于推动社会团结转型,即城镇团结的"扩围式"转型、农村团结的"提质式"转型、国民团结的"有机式"转型。
As the value of social security law of migrant workers,social solidarity can be divided into urban solidarity,rural solidarity and national solidarity.The compulsory system norms in the social security law of migrant workers can restrain all parties to maintain the concept of social solidarity,while the autonomous system norms can encourage all parties to enhance the spirit of social solidarity.The law on social security for migrant workers is helpful to the"direct feeding"reenforcement of urban unity,the"reverse feeding"reenforcement of rural unity and the"structural"reenforcement of national unity.The change of the social security law of migrant workers helps to promote the transformation of social solidarity,that is,the strengthening of urban solidarity in the form of"expanding enclosure",the strengthening of rural solidarity in the form of"slimming down",and the strengthening of national solidarity in the form of"organic".
