摘要：乡村治理体系具有特殊的政治性,这种政治性决定了乡村治理的规划主导权应该归属中央层面。然而,当前的现实是地方政府和条线部门主导着乡村治理体系的变革,这不仅使乡村治理体系的变革不能按照自身发展规律积极展开,而且阻碍了乡村基本治理单元适度规模的有效实现。乡村基本治理单元规模的确定机制中存在自身固有矛盾,为此,应从政治整合的视角来研究乡村基本治理单元的适度规模问题,并将基层党组织联系群众的方便程度作为乡村基本治理单元适度规模的主要指标。
The rural governance system has a special political nature,which decides that planning the rural governance should belong to the central government.However,the current reality is that the reform of the rural governance system is dominated by the local government and highly centralized sectors.This not only makes the reform of rural governance system fail to comply with its own discipline,but also hinders the effective realization of the appropriate scale of the rural basic governance units.There are some inherent contradictions in the mechanism of determining the size of rural basic governance units,so we should follow the political integration perspective to study on the appropriate scale into the angle of political integration,and take the convenience of party-masses contact as the main indicators of the appropriate scale of rural basic governance units.
