摘要：在对上海市石油化工和化学工业的污染物排放和控制现状进行调研分析的基础上,识别了石化和化工行业环境污染的新问题,包括挥发性有机物(VOCs)对臭氧、PM 2.5以及恶臭污染物的贡献、过程安全引发的环境风险隐患突出、化学品监管标准和法规的缺失、环境责任本土化程度不够等。针对行业发展的制约性因素,提出了行业持续发展的对策和污染监管建议。
Based on investigation on current status of pollutants emission and current control of Shanghai petroleum and chemical industry, the new environmental pollution problems are identified , such as the contribution of volatile organic compounds （VOCs） to ozone, PM2.5 and odor pollution, potential envi- ronmental risk due to process safety, loss of monitoring standard and regulation, lack of localization of en- vironmental responsibility. In order to deal with limit factor for industrial development, some suggestion on the sustainable development solution and pollution supervision are proposed.
