摘要：单一政府监管模式是产生食品安全风险的体制障碍,从单一的政府监管模式走向社会共治模式,是我国食品安全监管模式改革的必然选择。构建一个科学合理的食品安全社会共治体系主要由主体体系、行为体系、责任体系以及制度体系构成。推进我国食品安全社会共治的基本思路就是简政放权,强化执法责任,引入社会力量参与食品安全执法检查。当务之急就是培育第三方食品安全社会监理主体以及第三方独立检测机构,减轻政府食品安全的监管压力,逐步实现食品安全检测的社会化。同时,建立与完善企业食品安全控制制度、食品安全奖励制度、黑名单制度、信息公开制度以及食品安全公益诉讼、媒体监管的法律责任等制度,为实现食品安全社会共治提供制度保障。
A single model of government regulation is the system obstacle to produce food safety risk from government supervision, Die single toward social mode of governance, is the inevitable choice of the reform of food safety supervision mode of China. Construct a scientific reasonable food safety community co-governance system mainly comprises a main body system, behavior system, re- sponsibility system and the system constitute. The advance of our country food safety community co-governance and the basic way of thinking is that decentralization, strengthen law enforcement respon- sibility, the introduction of social forces to participate in food safety inspection of law enforcement. A pressing matter of the moment is to cultivate the third party food safety, social supervision main body and the independent third party testing institutions, reduce the government food safety regulatory pressure, and gradually realize the socialization of the food safety detection. At the same time, to es- tablish and perfect the enterprise food safety control system, food safety system of reward, blacklist system, information disclosure system of food safety and public interest litigation, media supervision, legal responsibility system, provides the system safeguard for the implementation of food safety and social governance.
