摘要：如何实现社区的善治,重建社区生活共同体,成为当前政府、社会、学界等无法回避的核心议题。由于当前社区类型的多样化、社会生活的网络化、社区公共事务冷漠化等社区"碎片化"问题,社区治理在中国这样一个"巨型社会主义国家"中更显重要和紧迫。以整体性治理理论为视角,以社会的再组织化为路径,通过形塑政府与社会组织的分工与合作关系,发展新型社会组织,培育社会工作人才队伍,构建建立新社会服务体系等,以最大限度地激发社会活力,促进社会的深度整合,创新社区治理体制,才能形成一种协调、整合、分工、合作的治理格局。新的治理方式有利于进一步实现公共利益最大化,促进社区公平实现的可能,并最终迈向服务型社区治理目标。
How to realize the good governance of the community and the community reconstruction of the life has become a hot topic among government, society, colleges and universities and caused many heated debates. Due to the current com- munity types of diversification, the network of social life, community public affairs indifference community ＂fragmentation＂ problems. In China, as such a giant country, the importance of community governance is emerging. Based on the perspec- tive of holistic governance theory and the re-organiztion of the society, authors suggested to realize developing new social or- ganizations, talant team of social work, constructing new social service system, stimulating social vitality and the depth in- tegration of the whole socity by shaping the division and cooperation relatives between government and social organizations.
