摘要：流域文化景观作为承载着丰富历史记忆与生态价值的独特空间载体,正面临前所未有的挑战与机遇。在全球化与快速城市化进程中,如何在保护与发展中寻求平衡,成为亟待解决的关键问题。本文聚焦于流域文化景观的保护与可持续发展,通过对法国卢瓦尔河谷与中国黄河国家文化公园的案例分析,探讨了文化景观在保护理念、实施行为以及协调机制等方面的实践与经验。研究发现,成功的流域文化景观保护与发展策略需兼顾自然与人文要素,强调跨行政区划的合作机制,注重文化遗产的活化利用。基于此提出建立空间整体性整合机制、尺度调适性对话机制和文旅反哺性补偿机制是实现流域文化景观可持续发展的有效途径。
Cultural landscapes in river basins,as unique spaces where natural and cultural elements intertwine,embody local historical,cultural,and ecological values.With the acceleration of globalization and the deepening of urbanization,many cultural landscapes in river basins are facing multiple challenges,including resource overexploitation,environmental degradation,and the loss of cultural heritage.The protection of these landscapes is critical not only for the continuity of ecological and historical culture but also for the sustainable development of the local economy,society,and culture.A pressing issue today is how to implement effective protective measures that preserve the original cultural values of these landscapes while promoting local economic development during modernization.This paper focuses on three core elements of cultural landscape protection in river basins:concepts,actions,and coordination mechanisms.It analyzes the specific regional landscapes,cultural sites,and historical spaces of cultural landscapes in river basins by integrating the human and natural environmental contexts.Through an in-depth comparison of the Loire Valley in France and the Yellow River National Cultural Park in China,this paper examines their respective paths and successful experience in the protection and sustainable development of cultural landscapes in river basins.The research process is divided into three parts.Firstly,by examining the historical background and cultural value of cultural landscapes in river basins,the core elements for their protection are established.Secondly,based on the practical cases of the Loire Valley and the Yellow River National Cultural Park,it analyzes the implementation of policies,cross-regional collaboration,cultural heritage transmission,and ecological restoration.Finally,based on the results of the case analysis and relevant literature,it proposes effective strategies for the protection and development of cultural landscapes in river basins.The innovation of this paper lies in the introduction of a“holistic integration mechanism”for the protection and sustainable development of cultural landscapes in river basins,emphasizing cooperation across administrative boundaries and multi-stakeholder collaboration.This approach breaks the conventional protective model that is limited to a single domain,focusing on multi-stakeholder coordination and interest balance from a broader perspective.Additionally,it particularly emphasizes the“activation”and“reciprocity”of cultural heritage,suggesting that cultural heritage should not only serve as a carrier of history but also act as a driver for innovation in modern society.In terms of policy implications,this paper provides a theoretical basis for the formulation and implementation of cultural landscape protection policies in various countries,especially regarding the spatial management of cultural landscapes in river basins and the establishment of cross-administrative collaboration mechanisms.In terms of academic value,it offers important references for theoretical construction and practical experience of river basin cultural landscape protection in the globalfield,promotes interdisciplinary communication and collaboration,and facilitates the sharing of experience in the protection and development of cultural landscapes in river basins across different cultural contexts.
