摘要：针对高度复杂、更加不确定和后果危害巨大的现代风险,我们需要从现代风险责任与风险分配观,全险种、全领域、全过程、全社会系统治理观以及强化专家责任伦理、重塑风险治理的专家系统等方面,分析现代风险的治理理念及原则。在此基础上,笔者基于现代风险治理的多元主体合作机制,大安全、大应急的危机管理格局,现代风险理论研究创新体系,现代风险防范责任的分配机制,公众风险意识提升与风险文化构建,探讨了现代风险多元综合型治理模式,以期能够有助于高度重视现代风险并进行有效的治理和应对。
As modern risks are highly complex, more uncertain and extremely harmful, we need to analyze the ideas and principle of modern risk governance from the perspectives of modern risk responsibility and risk distribution, all-risk, all-field,all-process and whole-society systematic governance, the strengthening of expert responsibility ethics, and reshaping the expert system of risk management. On this basis, this paper takes into consideration the multi-party cooperation mechanism of modern risk governance, the crisis management pattern of general security and general emergency response, the innovation system for modern risk theoretical research, the mechanism for distributing modern risk prevention responsibilities, the increased public awareness of risks and the fostering of risk culture;explores the diverse models for governing modern risks;and hopes that greater importance could be attached to modern risks and they could be effectively governed and dealt with.
