摘要：在群团改革背景以及新时代共建共治共享社会治理格局的双重驱动下,地方妇联组织改革实践如火如茶地进行着。文章以S市A区妇联改革实践的案例为基础,在对既有理论视角进行批判性反思的同时,尝试以涂尔干社会团结思想为基础,构建出"社会本位"分析框架作为妇联改革的新型理论视角,以深度剖析妇联组织改革实践背后的深层机制。研究发现,在S市A区妇联的改革实践中,基于国家强制性制度要求和现实性发展困境的双重驱动,初步形成了"双轨式需求""娘家式组织""专业化服务"的行动逻辑。地方妇联组织通过社会性的组织属性、协同性的行动逻辑、主体性的结构重组三个要素的获取,实现了趋向于"社会本位"的内在机理,为当下群团组织改革实践提供了可能借鉴,进一步促进群团组织在推进国家治理体系和治理能力现代化中发挥重要作用。
Under the dual drive of the background of the reform of mass organizations and the new era of building a common governance to share the pattern of social governance,the reform practices of local Women's Federations organizations are fully carrying out.Based on the case of the reform practice of a local Women's Federation,this article attempts to construct asocial standard"as a new theoretical perspective of the reform of the Women's Federation based on Durkheim's theory of social solidarity while critically reviewing the existing theoretical perspectives,and then deeply analyze the deep mechanism behind the reform practice of Women's Federation?The research found that in the reform practice of Women's Federation in A district of S city,based on the dual drive of the compulsoiy system requirement of the state and the dilemma of realistic development,initiaDy formed a practical logic of**dual-track demand analysis",u organization developmentM and Mspecialized service mode".In the process of participating in social governance,the local Women's Federations have achieved the reform direction of moving toward M social standardM through the acquisition of the three essential elements including its social nature,the action logic of cooperation and the restructure of subjectivity,and then provided possible reference to the reform practices of current mass organizations and really made the mass organizations play an important role in promoting the state governance system and the modernization of their governance capabilities.
