摘要：代际公共品在经济学领域的研究主要以戴蒙德跨期迭代模型和博弈论为基础,建立理论模型,探讨效用最大化的社会福利问题,并提出了代际外部性、代际公平改进等研究方向。相关研究偏重理论研究,缺乏实证研究,并且在前、后向代际公共品分析中,西方学者研究认为养老保障这类利己的后向型代际公共品提供可以达到帕累托最优,而公共教育之类的前向型代际公共品提供必须有前提保证。笔者认为,由于中国受到"养儿防老"和"孝敬父母"等思想的影响,此结论在中国是否适用有待进一步探讨;在未来,除了进一步深入探讨在中国国情基础上分析代际公共教育供给的问题之外,环境保护这类代际公共品的有效供给路径以及财政分权体制下的地方性代际公共品提供等问题是很好的研究视角。
Scholars＇ research in the field of the intergenerational public goods（IPGs）are biased towards theoretical research rather than empirical research. On the basis of the overlapping generation model proposed by Diamond and game theory,they study the problem of utility maximization and put forward the intergenerational externality, intergenerational equity improvement and so on. Western scholars think that backward intergenerational public goods（BIGs,such as old-age security self supply）can reach Pareto optimality,but the forward intergenerational public goods（FIGs） provided must be guaranteed,such as public education. This conclusion is worthy of further study and discussion in China,because Chinese are affected by the thoughts＂raising children can prevent one from loneness in old age＂and ＂filial piety to their parents＂. In this paper,the authors put forward some new research perspective. First,based on China＇s national conditions,analysis of intergenerational public education supply problems;second,the effective supply path of the IPGs such as environmental protection;third,the problem of local IPGs supply under the fiscal decentralization system.
