摘要：中国的大城市政府对摊贩经济的治理愈来愈明显地呈现出一种“以堵为主”的排斥型摊贩治理模式。文章尝试性地建立了“国家主导的发展政治”的理论分析框架来解释这种排斥型摊贩治理模式的产生机理,并以S市的摊贩监管实践作为经验佐证。“国家主导的发展政治”强调在一种赶超大国的时空背景下,城市的政治精英采取一种增长驱动和文明化发展的空间治理战略,对包括摊贩在内的非正规经济的强势压缩不仅受到实现城市更高质量增长的驱动,而且还受到一种由赶超意识和文明建构欲所激发的城市文明化发展逻辑的推动,导致城市政府通过多种类型的政策工具不断地强化对城市空间的严密控制,继而形成对城市空间的资本化和文明化的双重建构实践,最终在城市治理政策导向上形成对非正规的、低端的、有损城市形象的摊贩经济采取严厉的排斥型治理措施。
It is more and more obviously that the Chinese cities’governments are tending to adopt"block-based"exclusionary model policy to street vendors.By using the experience of Shanghai,the article tries to establish the theoretical analysis framework of"state-led development coalition(SLDC)"to explain the mechanism of this kind of exclusionary model policy.The"state-led development coalition"emphasizes that in the context of huge and with catching-up mind country of China,city’s political elites and economic elites,local citizens and mainstream media will form an implicit urban development coalition,which is dominated by political elites.The development coalition is not only economically driven by growth,but also creates an impetus to urban development inspired by catching-up consciousness and civilization,leading the city government to continually strengthen the tightness of urban space through various types of policy instruments control,and then the formation of urban space capitalization and civilization of the dual construction practice,and ultimately in the city governance policy orientation on the formation of exclusionary governance to the informal,low-end,detrimental to the city image economy.
