摘要:在项目管理愈发关注价值交付的背景下,本研究聚焦重大交通基础设施工程价值实现,旨在分析重大交通基础设施工程价值要素、特征和价值实现策略,构建重大交通基础设施工程价值实现框架。基于HMH跨海通道案例研究,揭示了HMH跨海通道多维度价值要素和工程价值的复杂整体性,识别了融入工程价值的项目目标、价值导向的管理机制和方案决策、多主体价值共创等价值实现策略,构建了工程价值实现框架,以期为重大交通基础设施工程价值实现提供理论参考和实践指导。
While project management attaches greater importance to value delivery,mega transportation infrastructures funded by the government to offer public services are particularly concerned with delivering expected value to the public.Given that mega transportation infrastructures involve substantial investments,multiple stakeholders,extensive influence,and intricate value components,it is crucial to systematically disentangle the complex value elements,unique value features,and diverse value realization strategies inherent in mega transportation infrastructures.Therefore,this study focuses on the value realization of mega transportation infrastructures.It aims to establish a value realization framework for mega transportation infrastructures through identifying the key elements and attributes of project value,as well as the major value creation strategies.A single case study was conducted in HMH Sea-Crossing Link Project,selected for its representativeness,typicalness,and data availability,serving as an exemplar for investigating the value realization of mega transportation infrastructures.The data collection comprised three stages.The initial stage mainly collected archival data from the HMH Link Administration Center,which was followed by the field research and interviews in the second stage.A total of five interviews were conducted online and offline,involving 18 interviewees from various parties,including the HMH Link Administration Center,contractors,designers,and other consultants.The final data collection stage involved gathering public materials,such as publications and news,supplemented by additional archival data.The data collection ceased when no additional concept or themes emerged,reaching the theoretical saturation.Qualitative data analysis followed an inductive logic approach.Based on the grounded theory,an open coding was initially performed to identify recurring descriptions,activities,management practices,and project goals as first-order concepts.Subsequent axial coding examined the interrelations among first-order concepts,leading to the development of second-order themes.During the selective coding stage,closely related themes were grouped into aggregated dimensions,namely project value elements,complex integrity of value,value creation strategies,and process evaluation.The findings revealed several key insights:(1)Project value elements comprise diverse dimensions,encompassing use,economic,social,industrial,and aesthetic value;(2)Multi-dimensional value shows complex integrity,marked by contradictions and synergies among multiple participants'value,long-term dynamics,quantifiability and unquantifiability,and non-additive integrity;(3)Major value creation strategies entail value-oriented project goals(i.e.,overall goals and practical objectives),value-centric management mechanisms(e.g.,management principles and practices),and value-oriented planning and decision-making,as well as value co-creation activities among multiple parties;and(4)Effective value creation also relies on process evaluation to provide feedback and enable adjustments along the way.Based on the findings,a value realization framework for HMH Sea-Crossing Link Project was developed.The framework comprises four main components,including value identification,value analysis,value creation strategies and processes,and process evaluation.Specifically,the value realization of mega transportation infrastructures commences with identifying value elements and analyzing the characteristics and interrelations of value elements.Value creation strategies then can be tailored according to value elements and features.The implementation of value creation strategies would be evaluated continuously in process,conveying feedbacks and enabling adjustments as needed.This iterative process highlights the dynamic nature of value realization in mega transportation infrastructures,involving forward movement,evaluation,and adjustments until the desired value is achieved.While the framework has common procedures with the conventional value creation/management framework,it also introduces a new step of value feature analysis specific to mega transportation infrastructures.Understanding the nuanced features of project value,particularly its complex integrity,informs the customization of effective value creation strategies.Overall,the value realization framework developed in this study encapsulates the muti-dimensional value elements and complex integrity of value on the one hand and highlights the pivotal influence of value characteristics in shaping value creation strategies on the other hand.Furthermore,it places a strong emphasis on the continuous process evaluation and the dynamic nature of the value realization process.This established framework is expected to provide both theoretical references and practical guidance to the value realization in mega transportation infrastructures.It also aids in comprehending the value system and unique attributes of mega transportation infrastructures.Nonetheless,this study is not without limitations which warrant attention in future research endeavors.For instance,the selected case has not yet progressed to the operational phase,thus limiting the evaluation on value realization in the operational and maintenance phase.Future research is expected to assess the value realization evaluation in the operation and maintenance phase to enhance and refine the framework accordingly.
