摘要：作为一项新区域政策,随着国家区域发展战略日益由单极驱动转向多极增长,国家相继批复了多个国家级新区,新区的区域布局、批复目的以及央地博弈策略也都发生了较大变化。目前国家级新区的发展实际与发展目标存在着一定背离,且部分新区背离呈现日益严重态势。总体上,国家级新区发展普遍存在顶层制度设计和基层先行先试创新的央地良性互动还未形成、有效协同内部利益的发展体制保障还未理顺、地方政府主导土地运营的投资拉动模式还未摆脱等三大困境。在促进国家级新区可持续发展上,应强化中央政府对国家级新区制度统筹的顶层设计,地方政府应创新利用好先行先试的政策许可,构建适合自身的管理体制保障,积极探索区域开发和治理新模式。
As a new regional policy,the state has approved a number of national new areas successively in recent years with the transformation of regional development strategies from unipolar to multiple growth points. The regional distribution of new areas,the objective and logic of the approval have taken place great changes. The gap between development performance and development objective is obvious and serious especially for some national new areas. In general,three development dilemma include: little interactive between pioneering practice and trial of local government and the top-level design of central government,unsmoothly institution guarantee of effective coordinated internal benefit,seriously dependent of land-operation invest pull mode local government-dominated. As for the suggestions to promoting the national new areas development,central government should reinforce the top-level design of the new areas,local governments should make use of the pioneering practice and trial innovatively,then construct the suitable management system and explore regional development and governance new pattern actively.
