摘要：社区制是由行政力量建构来满足民生需要的重要制度安排,而实践中以共同体理论为指导的社区去行政化改革及社区整体性治理收效甚微,社区治理共同体建设何以能成为社区建设的关键议题。既有的共同体理论重视情感维度而忽视了居民私利与社区细事,导致理论衍生的整体性治理方案无法回应居民参与的激励机制和权责分配问题。基于案例研究发现,聚合性社区治理模式将社区视为利益共同体,重视发挥居民主体性,将社区治理事务决策管理权交还普通民众,依托精细化的民主协商制度和议事规则,推进多元利益诉求在制度、平台与规则约束下有效聚合,并塑造出社区治理与社区发展的内生动力。可见,聚合性治理在一定程度上对既有社区治理体系与能力的理论基础进行了修正和扩展,有助于指引社区治理创新直面社区真实生活。
Community system is an important institutional arrangement constructed by administrative forces to meet the needs of people’s livelihood. However,in practice,the reform of community de-administration guided by community theory and the overall governance of community have little effect. How can community governance community construction become a key issue of community construction. The existing community theory attaches importance to the emotional dimension and ignores the residents’ private interests and community details,which leads to the theory derived holistic governance scheme can not respond to the incentive mechanism and the distribution of rights and responsibilities of residents’ participation. Based on the empirical case,it is found that the aggregated community governance model regards the community as a community of interests,attaches importance to the subjectivity of residents,returns the decision-making and management power of community governance affairs to the ordinary people,relies on the refined democratic consultation system and rules of procedure,promotes the effective aggregation of multiple interest demands under the constraints of systems,platforms and rules,and shapes the endogenous driving force for the development of community governance. It can be seen that,to a certain extent,aggregate governance amends and expands the theoretical basis of the existing community governance system and ability,which helps to guide the innovation of community governance to face the real life of the community.
