摘要：针对国内化学品管理和化学实验室管理存在的问题,提出化工高校环境健康安全(EHS)体系建设的必要性和迫切性。结合目前国内高校在EHS体系建设中存在的问题,提出建立一支专业水准的EHS管理体系队伍,并且对化工类高校EHS的具体管理内容进行论述。在对实验室的检查方面需从实验室的固定设施,紧急预案,文件资料的配备,化学试剂的管理,废液和固体废弃物的管理等方面进行。同时EHS管理部门应关注学校的其他相关方面的安全,并且拥有能够执行相关惩罚措施的权利。此外,EHS管理注重安全文化理念的培训和相关人员的培训、复训工作,只有考核合格的学生和工作人员才能有资格开始实验工作。将环境,健康,安全的概念深入地灌输到每个人员的意识中,使之成为常态化,制度化。
It is important and urgent for chemical universities to establish EHS（ environment,health and safety） system considering the problems about the management of chemicals and lab safety. One EHS team with professional level should be founded according to the questions in the construction of the EHS system. The concrete work of EHS team was presented in details. The lab inspection should include fixed apparatus,emergency plan,preparation of documents,management of agents and disposal of waste solid and liquid. In addition,EHS team needs to pay attention to the other aspects relative to safety and own the executive capacity of punishment. Furthermore,EHS team should focus on the cultivation of safety culture and the staff training. Only those people passed the exam are allowed to enter the lab. The concept of environment,health and safety should be remembered by everyone. The lab rules need to be executed rigorously.
