摘要：上海郊区建设取得了明显成就:经济持续快速增长、经济结构不断提升、综合实力不断增强、农民收入快速增长等等;但也面临着一系列问题:城乡收入差距明显、农村公共品供给不足、大量外来流动人口带来不少新问题等等。地方政府在郊区建设中既发挥了促进经济快速增长和农民增收等方面的积极作用,也在一定程度上加剧了郊区建设中存在的问题。为更好地发挥地方政府在新郊区建设中的作用,就应当对地方政府职能进行定位,并选择实现政府职能的合适途径与手段。
The new suburb construction in Shanghai has made distinct achievement： fast and continuous growth of economy, increasing improvement of the economic structure, incessant growth of the synthetic strength, and fast increase of the farmers＇ income, etc. However, it also confronts a series of problems： evident income disparity between city and countryside, insufficient public supplies in the countryside, newly emerged questions caused by the immigrant population, etc. The local government, while playing a positive role in promoting economy＇s fast growth and the increase of the farmer＇s income in the suburb construction, exacerbates to some degree certain already existent problems. In order to exert a better function in the new suburb construction, the local government should reorient its function and adopts proper approach to perform its function.
