摘要：推动县域改革从运动式向分布协同式转型是实现国家治理体系和治理能力现代化的必然要求。全媒体时代,公众表达正当权益诉求的方式发生转型,县域改革对运动范式的路径依赖对于整体性改革的全面深化造成结构性困境,具体表现为:改革立项的羊群效应加大县域改革能力与改革全面深化新要求之间的差距;改革落实的形式主义加大县域改革成效与人民群众对改革期盼之间的差距;改革范式的高成本性与改革资源的有限性之间存在矛盾。因此,推进县域改革由运动式向分布协同式转型对于破解县域改革困境具有重要现实意义,可以有效弥合县域改革范式与县域改革新需求之间的巨大张力,具体应当做到以下几点:一是加强党对改革的统筹领导;二是强化政府系统的机构整合;三是增进社会各方的协同参与;四是加快改革信息的整合共享。
In the all-media era,the way in which the public expresses legitimate rights and interests has undergone a transformation,and the movement paradigm has caused structural difficulties for the overall deepening of holistic reforms.It shows as follows: the sheep effect of the reform project increases the gap between the county reform ability and the new requirements of deepening the reform comprehensively;the formalism of reform implementation increases the gap between the county reform effectiveness and the people’s expectation of reform;there is a contradiction between the high cost nature of reform paradigm and the limited resources of reform.Therefore,it is of great practical significance to promote the transformation of county reform from kinematic to distributed synergy to solve the difficult situation of county reform,and it can effectively bridge the huge tension between the county reform paradigm and the new needs of county reform.
