摘要:随着与世界前沿水平的接近,高中等收入经济体要实现持续增长就必须推进创新战略转型,即从模仿式创新为主转向自主创新为主。以此为基本思路,本文将宏观层面的研究深入到产业层面,构建理论模型,并利用中国与美国1998—2018年工业分行业数据,分析了不同创新战略对生产率的贡献如何随着技术前沿距离变化,并在此基础上探究了创新战略转折点的性质。研究发现:(1)自主创新对劳动生产率的贡献逐渐增加,模仿式创新的贡献趋于下降;(2)当与世界前沿距离达到临界值时,两种技术进步模式对生产率的影响出现转折,利用门槛分析方法作出判断,中国的创新战略转折点应在2005年前后;(3)考虑到产业技术的特性差异,针对技术密集型行业,鼓励自主创新的政策更为有效,而模仿式创新在非技术密集型行业中仍有较大空间。
As upper-middle income economies approach the world’s leading level, to achieve sustainable growth, they must promote the transformation of innovation strategy, that is, from imitative innovation to independent innovation. With this as the basic idea, this paper deepens the macro-level research to the industrial level, constructs the theoretical model, and analyzes how the contribution of different innovation strategies to productivity changes with the distance of technological frontier based on the data of industrial sectors in China and the United States from 1998 to 2018. On this basis, the nature of the turning point of innovation strategies is explored. The results show that:(1) the contribution of independent innovation to labor productivity increases gradually, while the contribution of imitative innovation tends to decline;(2) when the distance from the world frontier reaches the critical value, the impact of the two technological progress modes on productivity turns. Judging by threshold analysis, the turning point of China’s innovation strategy should be around 2005;(3) considering the difference of industrial technology characteristics, the policy of encouraging independent innovation is more effective for technology-intensive industries, while there is still a large space for imitative innovation in non-technology-intensive industries.
