摘要：随着将来农保的逐步淡出,上海社会保险体系在总体上分为三个部分:城镇职工社会保险、小城镇社会保险和外来从业人员综合保险。尽管这种"因人而异"的社会保险体系在现阶段初步满足了不同身份劳动者的参保需求,但随着工业化、城市化的进一步发展,劳动力市场走向统一将不可避免。这就要求有一个相对统一的、能够面向所有劳动者的社会保险制度体系。而当下这种因劳动者体制身份差异而设计的有差别、分立式的社会保险体系将与劳动力市场逐步走向统一的趋势不相适应。因此,重构现行社会保险制度结构,推进不同社会保险之间关系的衔接,成为当前上海市社会保险制度改革面临的首要任务。
The social insurance system in Shanghai generally includes three aspects after the abolishment of Rural Social Insurance： Urban Social Insurance, Town Social Insurance and the Immigrant Laborer Social Insurance. In pace with the further development of industrialization and urbanization, the labor market is inevitably to he united. Therefore, an integrated social insurance system covering all the laborers is necessary. However, the present different and separated social insurance systems based on the laborers＇ different iaentities is obviously no longer adaptable to the requirements of economic and social development. The most import task for the Shanghai social insurance system reformation is to reconstruct the current social insurance system structure and promote the connection of different social insurance system.
