摘要：我国诚信制度供给面临基础性制度不完善、地方诚信治理制度保障不足、激励与惩戒的有效联动协同机制匮乏"三大短板",其原因在于诚信制度建设机制不完善、制度供给与不同利益主体需求差异等因素影响。应构建诚信制度供给的"政府主导协同"机制,发挥地方诚信治理的制度竞争力,实现守信联合激励与失信联合惩戒的部门整体运作、互联互通、协作共享,以及政府主导格局下与市场、社会的有效整合,推进社会诚信体系构建。
In the current literature, institutional supply in social credit system construction faces great challenges, such as institutional deficiency, inefficient local governance, and malfunction of implementation mechanism. Actually, these problems spring from some realistic obstacles, such as defective supply mechanism and imbalance between institutional supply and social inherent demands. Our analysis has yielded a ＇State-centric relational＇ account of institutional supply in credit system construction. Through strengthening state＇ s own institutional and legal capacities and developing closer relations with non-state actors, it is possible to enhance state＇ s capacity in social credit governance, as well as to push forward credit
