摘要：在全球化与经济新常态形势下,社会矛盾与冲突进一步复杂化与尖锐化,社会治理的难度日益增强,越来越需要发挥多元主体共同参与治理的优势。尤其是积极应对我国现代化建设中产生的各种矛盾与冲突,要在充分发挥市场对资源配置起决定性作用下推进政府"统管"向政府"治理"转型,建构一种协同治理体制格局。作为一种体现"官民共治"之善治精神的治理形式,协同治理是未来治理创新的战略选择。
Currently,the relationship between government and market society is not only the key issue of comprehensive and deep reform,but also the important breakthrough of governance reform.Under the globalization and new normal of economy,the social contradiction and conflict is being complicated and serious,which makes social governance difficulty strengthening,so that we need to release multiple bodies governance advantages.Especially,it is necessary for dealing with various contradictions and conflicts coming from social modernization to promote the transition from government"control"into government"governance"and to build one collaborative governance system pattern under market's decisive roles on resources allocation.As one governance pattern,collaborative governance not only reflects the good-governance spirits of"officer and people co-governance",but also is the strategic choice of future governance innovation.
