摘要：本文分析了政府为实现职能转换而建立起来的政府主导下的社团组织的发展状况;基于调查资料,探讨了这一类型社团组织的主要特征,如政府的职能转移、机构设置和行政功能扩张并存;政府的服务购买和资源控制角色并存;社团的职能替代和行政依附并存;政府和社团之间的契约合作行政隶属并存等等。这些特征表明,政府的权力资源和行政利益始终是职能转换过程以及这类社团组织发展背后强大的制约力量。本文还探讨了这类社团组织可能的发展路径。
This article researches the development state of GONGO in Shanghai. Based on the case study and the analysis of survey data, this article analyzes the main characteristics of GONGO. The conclusion shows that administration power and administration benefit are powerful factors effected on GONGO development and the transformation of government function, This paper also studies the possible development paths of GONGO.
