摘要：社会工作的发展模式已成为学界论争的一大焦点。作为社会工作的本质属性,“社会性”的回归与重塑应当成为实现社会工作本土发展的关键性议题,然而,当前我国社会工作在教育和实践维度上都存在社会性阙如的现象,需要根植于我国实际社会情境探寻本土社会性的真正意涵。基于此,本文提出“本土社会性”作为新时代社会工作发展的内在取向,并尝试在“政治–文化–专业”的分析框架上阐释社会工作“本土社会性”的三重理论意涵及其实现路径,即在党建引领基层治理脉络中重构社会工作的时代内涵及其社会使命,在文化自觉语境中强化社会工作的道德属性与主体性,在本土特色专业实践中回应社会工作的社会正义与服务建构目标。三重意涵及路径之间相互交织、相互建构,共同形塑了社会工作“本土社会性”的主体性内核。其中,文化自觉成为打通中国政治逻辑与社会工作专业逻辑之间良性互动的关键纽带。
The development model of social work has become a major focus of academic debate.As the essential attribute of social work,the return and reshaping of“sociality”should become a key issue to realize the local development of social work in China.However,there is a lack of sociality in both the education and practice dimensions of social work in China,and it is necessary to explore the true meaning of local sociality rooted in the actual social conditions in China.Based on this,this paper proposes“local sociality”as the internal orientation for the development of social work in China in the new era,and tries to explain the triple theoretical meaning of“local sociality”of Chinese social work and its realization path from the analytical framework of“politics-culture-profession”,that is,to reconstruct the connotation of the times and its social mission of social work in the context of party building leading grassroots governance,to strengthen the moral attributes and subjectivity of social work in the context of cultural consciousness,and to respond to the social justice and service construction goals of social work in local professional practice.The three meanings and paths are intertwined and mutually constructed,which jointly shape the subjective core of the“local sociality”of social work in China.Among them,cultural consciousness has become the key link to open up the benign interaction between the political logic with Chinese characteristics and the logic of the social work profession.
