摘要：随着自由贸易协定的不断深化,透明度规则已经成为其不可或缺的部分,是稳定农产品出口的一剂良药。本文基于2000—2016年中国海关数据库,实证检验自由贸易协定透明度规则对农产品出口稳定性的影响效应及作用机制。研究结果表明:自由贸易协定透明度规则显著促进了农产品出口稳定性,这一结果经过一系列稳健性检验后仍然显著;机制分析显示,自由贸易协定透明度规则既能通过降低信息成本、促进中国与目的国(地区)的标准协调,提高企业出口稳定性,又能通过加剧市场竞争、诱发企业试探性出口,降低企业出口稳定性;异质性分析显示,自由贸易协定透明度规则对监管密集型产品、规模较大的企业和单产品出口企业出口稳定性的促进作用更大,不同条款内容的透明度规则对农产品出口稳定性均有促进作用。本文的研究结论为中国维护农产品贸易稳定和推进高标准自由贸易区建设提供了参考。
With the continuous deepening of free trade agreements,transparency rules have become an indispensable part of them and serve as a panacea for stabilizing agricultural product exports.Using Chinese customs data from 2000 to 2016,this paper examines the impact and mechanisms of FTA transparency rules on the stability of agricultural exports.Results show:FTA transparency rules significantly increase the stability of agricultural exports.The results are stll significant after a series of robustness checks.Mechanism analysis shows that transparency rules enhance export stability by reducing information costs and aligning standards with partner countries(regions).The rules also encourage exploratory exports by intensifying competition.Heterogeneity analysis indicates stronger positive effects for regulatory-intensive products,larger firms,and single-product exporters,with transparency rules across various policy areas benefiting agricultural export stability.The research conclusions of this paper provide a reference for China to maintain the stability of agricultural product exports and promote the construction of high-standard free trade areas.
