摘要：德治"关键少数"是以德治国方略的核心内容。要真正实现这一点,必须正确理解德治"关键少数"的基本内涵,必须深刻认识德治"关键少数"的重大意义:德治"关键少数",是坚持和发展中国特色社会主义的关键所在;德治"关键少数",是推进以德治国的内在要求;德治"关键少数",是建设法治中国的重要基础;德治"关键少数",是形势、任务和现实的必然选择。必须积极营造和建设德治"关键少数"的政治环境和有效机制。
'The crucial minority' is central to the national strategy of'governing the country by virtue'. For the real achievement of the strategy, it is indispensable to have a comprehensive understanding of the essential connotations of 'the crucial minority', to have a sophisticated grasp of its great significance against the background of 'rule of virtue', and to initiatively set up a political atmosphere and effective mechanism for them.
