摘要：完善的突发公共卫生事件物资储备机制是应对突发公共卫生事件的重要支撑,是保障人民群众身体健康与安全的重要基础,是健全国家储备体系、提高国家治理能力的必要举措,是维护国家安全的重要战略抉择。新冠肺炎的暴发暴露出我国突发公共卫生事件方面的应急准备不足,尤其是应急医疗与卫生物资的储备与供应存在短板。以新冠肺炎为例结合美、日经验,分析我国突发公共卫生事件的物资储备现状和深层次原因,探讨建立和完善常态化、科学化、信息化、多元化、全球化的应对突发公共卫生事件的物资储备机制。
A sound material reserve mechanism for dealing with public health emergencies is an important support for dealing with public health emergencies,an important basis for safeguarding the health and safety of the people.Not only that,improving our country’s material reserve mechanism for public health emergencies is a necessary measure to perfect the national reserve system and improve the country’s governance capability,and is an important strategic choice to safeguard our country’s national security.After the outbreak of Corona Virus Disease 2019(COVID-2019),the shortage of medical and protective materials in our country has exposed the inadequacy of emergency preparedness in response to public health emergencies,especially the shortage of emergency medical and health materials in reserve and supply.Taking the Corona Virus Disease 2019 as an example,combined with the experiences of the United States and Japan,this paper analyzed the present situation of the material reserve for public health emergencies in China,further analyzed the deep-seated reasons,and discussed the establishment and improvement of a normalized,scientific,information-based,diversified and global material reserve mechanism for public health emergencies,in order to provide useful reference for our country how to perfect the material reserve to deal with public health emergencies.
