摘要：关于社区合作治理何以可能的问题,国家—社会关系范式一直处于主导性地位。该范式倾向于从宏观结构层面分析国家、社会元素在社区治理场域中的二元性(张力)逻辑:一方面强调社区"作为国家治理单元"的属性,另一方面强调社区"作为社会自治单元"的性质,二者共同体现了对"社区"的方法论关怀,而忽视了"社区"的本质意涵(本原性意义),因而缺乏对社区治理的深层机理加以分析。本文从"嵌入性"思想和治理理论的核心观点出发,构建了社区治理机制创新的新型分析框架,即"嵌入性治理"视角的提出,意味着"社区嵌入社会"是国家(基层地方政府)、居委会(准行政代理)、专业社会组织(社会工作力量)、社区大众等多元主体进行社区合作治理的内在机制。在一定程度上,"嵌入性治理"可以被视为社会工作参与社区治理机制创新的一种本土化分析理路。
On the problem of the practicability of community cooperative governance, the state-society paradigm has always been in the dominant position. The paradigm tends to analyze the logic of duality(tension) between nation and society in the field of community governance from macro structure. On the one hand, the paradigm emphasizes on the property of community'as state governance unit'; On the other hand, it emphasis on the nature of community'as the social autonomy unit'. Both of them embody the care for the methodology of nity on) between nation and society in the field of community governance from macro structure. On the one hand, the paradigm emphasizes on the property This article constructs a new framework of community governance mechanism innovation, which is based on the core idea of'embeddedness'and governance theory. That is to say, the perspective of'embedded governance'means that'community embeds society'is inherent mechanism of community cooperative governance of the multiple subjects which including the state(local government), resident committees(quasi- administrative agency), professional social organizations( social work force), social mass and so on. To some extent,'embedded governance'can be regarded as an analysis logic of indigenization in social work participation in community governance mechanism innovation.
