摘要：针对我国光伏产业现有政策存在的缺陷,构建一个基于产业链平衡发展的政策系统框架,以作为未来政策调整的基础。基于我国国情,光伏产业促进政策具有目标的多层次和多元化的特性,构建基于产业链的政策体系,应以发挥市场机制主体作用为核心,以扩大需求为导向进行政策的调整,并在各项政策之间特别是产业链上下游政策之间满足兼容性的要求。
In accordance with the policy shortcoming in the photovoltaic industry in China, the authors establish a policy system framework for the balance development of Chinese industrial chain, which would be the basis of future policy adjustment. Based on the national status of China, the promoting policies of photovoltaic industry are of multi-levels and diversified goals. To construct policy system based on industrial chain, the authors regard market mechanism should play main function, adjusted policies should centered around expanding demands, and each policy especially adjusting upstream and downstream chain should be compatible.
