摘要：社会治理治什么的问题看似简单且已经明晰,但却是一个具有前提性且探讨不够深入的问题。以往的研究大多把问题、事务、活动、人群等作为社会治理的对象,但在社会治理范畴一般化、范式化的情况下,这种特殊性的社会治理对象已经与之相矛盾。当前,社会治理的对象可以概括为社会需求与社会需求供给两方面,其中,社会需求具有主导性,因而社会需求治理是社会治理对象中的核心要素。这不仅在于社会需求是人的本质所在,是社会发展的动力所在,是我国社会发展阶段所决定的,而且在于社会需求是一般和具体的统一,因而是可治理的。为此,需要加强社会需求与社会需求供给制度的研究与建设,构建社会需求治理体系。
What is the object of social governance? It seems to be a clear and simple question,but it is actually a prerequisite one which is lack of in-depth discussion. Most previous studies regard the problems,events,activities,groups as the objects of social governance,but in the context of generalized and normalized social governance category,the particularity of social governance object is inconsistent with social governance itself. It is proposed that social demand and the supply of social demand are the objects of social governance,and social demand is dominant,so that social demand is the core object of social governance. This is not only because social demand is the human essence,the driving force of social development,and determined by the social development stage in China,but also because social demand is the unity of the general and specific,so it is governable. As a result,it is necessary to further the systemic research and construction of social demand and social demand supply to construct a social demand governance system.
