摘要：近年由重大工程项目建设引发的群体性规模事件频发,引起各界对社会稳定风险评估的关注。现有研究大多侧重于宏观政策层面的探讨。文章以上海市某重大工程高架建设为对象,以工程项目管理者和受工程影响的民众为立足点,从工程项目"物质性"与"社会性"的统一性来探究影响重大工程建设项目社会稳定的风险因素,在此基础上运用德尔菲法建构社会稳定风险评估量表,包含8个风险维度、78个确立权重的社会稳定风险具体指标。研究发现,识别核心利益相关者是明确社会稳定风险因素的前提,"社会性"与"物质性"的统一是构建全面风险评估量表的必然要求。不同风险评估者受个人因素影响对同一工程的风险评价不同,因此评估者应尽可能掌握全面真实的工程信息,尤其是核心利益相关者的利益诉求和风险承受能力差异性,使评估结果更为科学合理。
In recent years,frequent group events caused by major engineering projects have aroused concerns from all works of life on social stability risk assessments. While most existing researches focused on the study of macro policies,this study took construction of a major project in Shanghai as the object,and explored risk factors affecting social stability of major projects from the unity of ″materiality″ and ″sociality″ of a project based on the research of people who were involved in projects. Social stability risk assessment scale was established by application of Delphi methods,including 8 risk dimensions and 78 specific risk indicators. It is found that identifying core stakeholders is the prerequisite for defining social risk factors,and unity of ″sociality″ and ″materiality″ is inevitable requirement for the establishment of a comprehensive risk assessment scale. Risk assessors may give different opinions of social risks influenced by individual factors. Therefore,risk assessors are supposed to master overall and real project information as much as possible,especially the diverse interest demands and risk tolerance of core stakeholders,to make the evaluation results more reasonable and scientific.
