摘要：高校在改革和发展的过程中,滋生了很多不和谐的现象。如果从制度供给的角度来看,大学章程的缺失或"虚位"可以说是高校不和谐的重要根源之一。为此,必须把大学章程建设作为构建和谐高校的重要内容。大学要有独立自主地探索自己教育哲学的意识,强化师生员工照章办事的意识,建立健全大学章程的制定和修改机制,依据章程加强学校制度体系建设,这是加强大学章程建设、保障和谐高校的重要环节。
In the course of reform and development, there appear a lot of inharmonious phenomena in colleges and universities. In the view of the system supply, the lack of the university statutes is the one of important root causes. Therefore, the university statutes construction must be considered as an important aspect of building a harmonious university. The author considers that the important steps to strengthen university statutes construction and assure the harmony of universities lie in the awareness of exploring their own educational philosophy independently and the awareness of going by the rules, and the improvement of the revision mechanism of university statutes, and the reinforcement of school system construction on the basis of the statutes.
