摘要：党建作为执政党与社会组织之间的组织化、制度化、常态化的互动治理机制,是观测社会组织发展以及党建如何走向治理中央的关键维度。但现实中对于社会组织党建的研究存在明显的“窄化”。为理解和认识社会组织党建的丰富性与多样性,本文建构了“制度同构与治理嵌入”的分析框架,以Y社区服务中心党建实践和治理过程为例,从治理角度研究社会组织党建,也从党建本体角度观察其在社会组织发展中的引领功能与治理价值。社会组织党建是一个多重逻辑的“同构”“叠合”过程,存在制度同构与治理嵌入两个明显的阶段性不同。社会组织党建通过在社会组织内部新构“党社结构”实现了对社会组织的政治引领和治理嵌入。
As an organizational,institutionalized,and normalized interactive governance mechanism between the ruling party and social organizations,party building is a key dimension for observing the development of social organizations and how party building moves toward the central government.However,in reality,there is an obvious"narrowing"in the study of party building in social organizations.In order to understand and recognize the richness and diversity of party building in social organizations,this article constructs an analysis framework of"institutional isomorphism and governance embeddedness".Taking the party building practice and governance process of Y Social Organization Service Center as an example,the current research studies the party building of social organizations from the perspective of governance,andalso observes its leading function and governance value in the development of social organizations from the perspective of party building itself.The study has found that the party building of social organizations is a process of"isomorphism"and"superimposition"of multiple logics.There are two distinct phases of institutional isomorphism and governance embeddedness.The party has also reconstructed the structure and function of social organizations through the above-mentioned mechanisms and carriers,and built a new"party-society structure"within the social organization,and then effectively realized the political guidance and governance embedding of the social organization.
