摘要：文章对浦东新区开发开放以来,国家、上海市和浦东新区政府颁布的支持政策的结构类型和时间分布情况进行了统计分析,发现了浦东开发开放政策的演变特点。对开发开放政策给浦东新区带来优势的演变情况进行研究,发现曾经由政策给浦东带来的4个优势已经消失,即充足的发展资金,优惠的税收政策,特殊的外商政策,自由的项目审批权。浦东在基础设施、金融环境、外贸条件、国际航运条件、人才资源、研发实力、产业发展、园区发展和体制方面仍具有优势。
This paper carried out a statistical analysis on the structure type and temporal distribution of the support policy constituted by National, Shanghai and Pudong government since Pudong＇ s development and opening, and found out the characteristics of evolvement of development and opening policy. Then, the paper studied the evolvement of competitive advantages of Pudong development and opening policy, and it found out that four advantages ever brought to Pudong by policy were disappeared, namely, adequate development capital, favorable tax policy, special foreign businessman policy and uncontrolled authority to examine and approve projec. But Pudong still had advantages in the fields of infrastructure, financial environment, foreign trade condition, international shipping, human resource, R＆D ability, industry development, high-tech park development and system.
