摘要：本文结合笔者在日本福岛"3·11"地震灾害现场的感受与在日本一年多来的所见所闻,围绕东日本大震灾的复兴中所出现的问题,尤其就如何做好复合型、大规模、长期性以及超地域性灾害的预测、减灾及复兴工作进行了再思考,总结了这一年多来灾后复兴工作的经验与教训。认为在以下几个方面值得吸取教训:如何处理中央与地方协调沟通是灾后复兴的重要环节;尽量摆脱对核能源的依赖;加强对于特大灾难的总结、预测与预案的调整;加强防灾训练,提升灾害防范能力;城市规划建设要重视历史教训。
Combining the feeling of the author at Japan＇s Fukushima ＂3 · 11＂ earthquake disaster site with what has been heard and seen in Japan for more than a year and rethinking preparation for complex, largescale, long-term and over-regional disaster prediction reducing disaster and reconstruction, the essay summarizes work experiences and lessons on the reconstruction of this year about the basic problems around the revival of earthquake. We argue that we should take a lesson in the following aspects： how to deal with the relationship between central government and local govermnent; how to get rid of the dependence on nuclear energy： how to strengthen conclusions and predictions of devastating disaster and adjustment of plan; reinforcing the training of disaster prevention, improving ability of disaster prevention; city planning and construction should highlight the lessons of history.
