摘要：运用美国公共图书馆HAPLR评价体系,对我国31个省域公共图书馆进行HAPLR等级排名,并指出该评价系统的局限性,在改进HAPLR体系的基础上进行我国省域公共图书馆的DEA绩效测算,重点分析我国部分省域公共图书馆服务绩效低下的原因,建议从拓展绩效生产边界、优化资源配置、提高服务产出等方面提升我国公共图书馆的服务绩效。
Using HAPLR evaluation system of American public library, HAPLR level of 31 provincial public libraries in China is ranked and its limitations are pointed. Based on the improved HAPLR system, the DEA （ data envelopment analysis） performance of libraries is measured, and the reason of low service performance is analyzed. In order to improve the service performance of public libraries in China, the paper gives the suggestions on expanding the performance of production boundary, optimizing the resources allocation and improving the service output.
