摘要：“大数据”的盛行将对社会治理产生直接而深远的影响。因此，探索大数据条件下，“云治理”的内在逻辑、机制和外在形态具有极其重要的实践价值。“大数据”直接作用于“信息”，并通过“信息权力”的拥有和分配，对传统“社会治理权力”及其运行结构、运行模式产生巨大的挑战。对于社会治理而言，“大数据”的本质就是“服务”。基于“大数据”的“社会治理逻辑”，其实质在于社会治理的领域、范围、行为方式的“数据化”，逐步从消极应对、被动反应的“倒逼博弈”的图式中走出来，走向一条主动应对、极具“理性智慧”、全民参与的社会治理之途。
The prevalent ＂big data＂ movement will have a direct and far-reaching influence on social governance. Therefore, it is of great practical significance to explore the logic, mechanism, and forms of ＂cloud governance＂ under the big data conditions. ＂Big data＂ works directly on the ＂information＂, and creates tremendous challenges to the traditional ＂social governance power＂ and its operation structure and mode through possession and distribution of the ＂information power＂. For social governance, ＂big data＂, in essence, is ＂service＂. Based on the ＂social governance logic＂ of ＂big data＂, its fundamental role is to ＂datalize＂ the field, scope and way of behaviors of social governance, gradually abandon the former pattern of passive response due to ＂pressure＂ from the people, and take a new road featuring active response, ＂rational wisdom＂, and the participation by all citizens.
