摘要：结构升级是制造业高质量发展的重点。本文基于1999—2009年我国省级制造业细分行业面板数据,使用双重差分法分析社保征缴机构改革对制造业发展的影响。研究发现:社保征缴机构改革改革使制造业中技术密集型产业的产值比重及企业数量上升,但对各产业的附加值没有显著影响;改革通过增加技术性投入促进技术密集型企业产值占比及生产效率的提升,对制造业结构升级起到一定的正向作用;但改革对产品竞争力仍无显著影响,还降低了技术密集型产业的就业人数和产业工资水平。据此本文提出,给企业提供公平的营商环境,并辅以减费降税和就业促进等措施的建议。
Structure upgrading is the key to manufacturing high-quality development.This paper takes panel data of the provincial manufacturing sub-industry to measure the impact of the reform of social security collection institutions on the development of manufacturing industry through DID method.The results show as follow:The reform of social security collection institutions increases the industrial proportion and the company number of technology-intensive type,but it has no effect on the added value of industry;The reform promotes the output value and production efficiency of technology-intensive enterprises by increasing technology investment and plays a positive role in the upgrading of manufacturing structure;However,the reform has no significant impact on the competitiveness of product and reduces the number and the wage level of employees in technology-intensive industries.Accordingly,this paper puts forward some suggestions,such as providing the enterprises with a fair business environment,reducing fees and taxes and promoting employment.
