摘要：21世纪许多国家增加了核使用为国家发展的目标之一。本文简析了全球核使用状况和核使用与全球和平与安全的关系,提出了核使用和全球和平与安全的国际法定位和核使用法律责任和国际赔偿责任确定。
In 21st century, many nations make nuclear usage as one of the target for nations' development. As to the relation of nuclear usage to world's peace & security, this paper analyses relation of the nuclear usage condition and the usage of nuclear to the world peace & security. It raises the international public law fixed position of the nuclear usage & world peace with security, and the legal liability & the international compensation responsibility in the nuclear usage.
