摘要：传统化石能源在我国能源结构中占据绝对优势地位,致使能源短缺、环境超载等问题日益严重。为促进可再生能源的发展,政府出台了各项法律、政策和产业规划,对可再生能源的开发利用起到了推动作用。然而,我国风电发展却出现了"只重装机,不重发电"等不合理现象。特许权项目招标制无法起到给予投资者长期安全性的作用。在风电发展的初期,应该采取固定价格并辅之以供给与需求侧强制性配额等政策工具,大力促进风电对化石能源的替代。
Tradinational fossil energy resources takes dominance in Chinese energy structure, which has made energy shortage and environmental degradation become worse. In order to promote the development of regenerative energy, Chinese government has put forward a series of laws, policies and industrial develpoment plannings, which have played great function to promote the exploration and utilization of regenerative energy. However, there are some unreasonalbe phenomena in generating electricity by wind power in China, such as we just pay much attention to installing generating machines, but ingore to take use of them. The bid system of concessional project could not give long-time security to investors, in the beginning time of generating electricity by wind power, to promote the wind power to subsitute fossil energy, we should take fixed price, assisting with some policies such as demanding compulsory quotas.
