摘要：政府在教育、医疗和社会保障等领域的支出不足是当前中国民生类公共服务供应短缺的主要原因。本文基于中国省级面板数据,验证了财政分权、转移支付、政府规模和竞争等因素对公共服务支出比重的影响。研究发现,财政分权、以GDP为基础的官员考核模式及其引致的政府间竞争诱使地方政府将大量财政资金投向增长效应明显的经济建设领域,明显挤压了民生类公共服务领域的财政支出。此外,政府规模、转移支付制度等也对民生类公共服务比重的提高具有明显的负面影响。
The inefficient supplying of public services results from the low governmental investment in education, health and social security. An econometric analysis using provincial panel data shows that fiscal decentralization, the transfer payments, the scale of government and competition play an important role in the investment upon the public service. It is the fiscal decentralization and the GDP-oriental evaluation of local officials that lead more shares of total government expenditure to flow to the fields which are beneficial to the sub-national governments. Moreover, the scale of government and the transfer payments also have made sub-national governments investing less money to the livelihood public services.
