摘要：社会工作伦理是社会工作领域的重要议题。基于对北京市五家社工机构的深度访谈,发现受社工服务系统主体多元化、福利资源有限、人际信任为特点的社会信任结构以及我国福利文化传统的影响,社工在服务中面临着行为道德有瑕疵的人是否值得救助、社工与案主之间到底要建立何种关系、对案主负责抑或对机构、政府负责以及专业性的评判标准等诸多本土化的伦理困境。建议从完善一线社会工作者的专业水平和伦理教育培训、强化社会服务机构要承担的伦理责任、细化伦理守则三个方面推动社会工作伦理的本土化发展。
Social work ethics is an important topic in the field of international social work. According to the in-depth interviews of 5 social service agencies in Beijing, it was found that, influenced by the factors like themultiple subjects involved in the social service system, limited welfare resources, structure of social trustfeaturing interpersonal trust and the welfare culture tradition in our country, social workers, in the localization ofsocial work practice, are faced with a series of ethical dilemmas such as “whether a person with poor moralintegrity is worthy of assistance. What kind of relationship should be established between social workers andtheir clients？ Whether they are responsible for clients, agencies, or governments？ What are the professionalstandards？” To promote the localization of social work ethics, it is necessary to improve the professional level ofsocial workers, increase the training of ethics education, strengthen the ethical responsibility of social serviceagencies and refine the code of ethics.
