摘要：当前政务服务流程再造的基础正在从“分工为要”转换为“平台为道”,其目的是更好发展和维护民本性价值。上海“一网通办”通过技术的深度应用,在政务服务统一入口、统一出口和集成化平台建设方面形成了一定成果,把政务服务模式从“分散的政府”塑造成“整体的政府”。技术应用与流程再造背后是自上而下的制度保障。清晰的承诺规约了科层理性,为政务服务民本性的技术实现路径创设了制度保障。这种改革逻辑有助于快速推动政务服务的流程再造和价值呈现,但也蕴含特定风险,需要在后续改革中加以防范。
The foundation of the reengineering of government service processes is changing from“division of labor”to“platform-based”,to better develop and sustain the people-centered political value.Through the in-depth application of technology,Shanghai’s Government Online-offline Project has achieved certain results in the construction of a unified access,a unified output,and an integrated platform for government services,transforming from a“fragmented government”to a“holistic government”in people’s eyes.Behind the story of technology application and process reengineering is top-down political commitment.The clear political commitment stipulates bureaucratic rationality and creates a political guarantee for the technological realization path of government service for the people.This reform logic helps to quickly promote process reengineering and value presentation of government services,but it also contains specific risks that need to be prevented and controlled in subsequent reforms.
