摘要：为评估城市的知识产权保护效果,了解社会各界对知识产权法律法规政策、执法和司法、管理和服务等方面的满意情况,识别知识产权政策制定和调整的空间,以东部S市知识产权满意度调查数据为样本,通过线性分层回归方法对不同主体知识产权满意程度予以深入分析。研究发现,知识产权法律法规政策体系的完善能够显著增强市场主体发展经济的动力,相较于社会公众与权利人,专业人士对城市知识产权政策创新的满意度有待提升。知识产权执法和司法的加强与优化对知识产权保护满意度提升起到了决定性作用。管理与服务在知识产权保护中起到了中介作用,但知识产权服务体系的成熟度相对较低。社会公众的知识产权意识尚处于较低水平,知识产权宣传教育有待进一步强化。研究结论有助于制定针对性的知识产权保护政策,推动知识产权保护事业的全面发展。
To evaluate the intellectual property protection accomplishments in cities,this paper probes into the satisfaction from all social sectors in terms of intellectual property laws and policies,law enforcement and justice,management and services.It also means to identify the space for the intellectual property policy formulation and adjustment.Based on the sample survey data drawn in city S in eastern China,it analyzes in-depth different subjects'intellectual property satisfaction with a linear hierarchical regression.Research findings indicate that the improvement of intellectual property laws,regulations and policies significantly enhances market players'motivation to develop their economy.Compared with the general public and rights holders,it is urgently necessary to improve professionals'satisfaction with the urban intellectual property policy innovation.The strengthening and optimization of intellectual property rights and judicial protection already play a decisive role in improving their satisfaction with intellectual property rights protection.Administration and service play an intermediary role in intellectual property protection,with yet a relatively low maturity of the intellectual property service system.With a low public awareness level of intellectual property rights,further strengthening is obligatory in intellectual property right publicity and education.Research results in this paper are hopefully conductive to formulate targeted intellectual property protection policies and to promote an innovative intellectual property protection development.
