摘要：参与式治理作为一个规范性概念被学界和政府所广泛接受,但在实践中却遭遇了各种挑战。本文基于上海市湖南街道弄管会这一具体案例的分析,尝试在经验上提出一个具有操作性的分析框架。研究指出社区参与式治理的实现路径包含社区认同、骨干动员和组织赋权三个环节。社区认同是基于社区居民的主动参与意愿,骨干动员则是激励和引导社区领袖自觉参与,而组织赋权则是政府有意识、分步骤地向社会放权、授权,并培育社区参与的组织化力量。上述路径是涉及多主体不断互动的建构过程。最后,社区参与式治理的实现路径有效缓解了社区居委会的工作压力,实现了党政社的有机衔接,对当下的社区治理具有重要的导向意义。
The idea of Participatory governance has been accepted widely, but confronts big challenges in practice. The paper tries to give a practical analytical framework based on the case study of Longtang association in Xuhui district of Shanghai. The realization way of Participatory governance includes community identity, elite incentive mechanism. And organizational empowerment means government delegates power to society and gives special support to social organization. The realization way of participatory governance involves the interaction of different subjects. Finally, participatory governance relieves the pressure of government and residents＇ committee, so it is meaningful to community governance.
