摘要：在现代社会风险不确定性加剧、治理情境复杂多变的背景下,提升城市社区的韧性治理能力,是中国式现代化进程中推进基层治理现代化的重要路径。聚焦城市社区风险治理实践,剖析城市社区韧性治理能力生成的结构要素及功能表征,可以发现:社区治理能力的韧性,有赖于管理、设施、空间、社会四大功能子系统在“功能互补—信息反馈—结构协同”机制下的高效耦合与良性互动。然而,现代社会的高度分化带来的治理情境动态变动迫使城市社区子系统功能分化和回应时,也产生了价值认知偏差、集体行动受阻、制度衔接不畅等异化样态。为有效应对风险情境的复杂变动,需对社区系统进行结构性的调适与重构,其核心路径包括推动安全治理理念转型、重构主体协同网络,以及为政策实施注入动态赋能。
In the context of increased risk uncertainty in modern society and complex governance situations,improving the resilience of urban communities is an important path to promote the modernization of grassroots governance in the process of Chinese modernization.Focusing on the practice of urban community risk governance and analyzing the structural elements and functional characteristics of the generation of resilience governance capacity in urban communities,it can be found that the resilience of community governance capacity relies on the efficient coupling and positive interaction of the four major functional subsystems:management,facilities,space,and society,under the mechanism o“f functional complementarity-information feedback-structural coordination”.However,the dynamic changes in governance scenarios brought about by the high degree of differentiation in modern society have forced urban community subsystems to adapt and respond,resulting in functional alienation patterns such as value cognitive biases,hindered collective action,and poor institutional cohesion.To effectively respond to the complex changes in risk scenarios,it is necessary to structurally adjust and restructure the community system.The core path includes promoting the transformation of security governance concepts,reconstructing the collaborative network of entities,and injecting dynamic empowerment into policy implementation.
