摘要：健康的社会决定性因素理论指出,不同的社会成员因其自身社会经济地位与生活环境的差异,其面对突发社会公共卫生事件时所受到的影响有所不同。致力于促进社会公平的健康社会工作在公共卫生应急管理中发挥着重要作用。健康社会工作参与公共卫生应急管理的实践根基是党和政府为核心、多方主体合作,而专业契合性则是内在要求。但由于健康社会工作专业人才缺乏、参与社会治理和基层治理的合法性和合理性尚待解决、以及生物-医学模式对疾病社会因素的忽视,健康社会工作与公共卫生应急管理依旧存在互嵌困境。预防为主,提升居民社会福祉需要进一步探索健康社会工作与公共卫生应急管理互嵌共生的理想互动关系。
The theory of Health Social Determinants indicates that members with different socioeconomic status and living environment were affected differently in public health emergency.Health social work,committed to promoting social equity,plays an important role in public health emergency management.With the Party and government as the core,multi-stakeholder cooperation was the practical foundation for healthy social work to participate in public health emergency management,and professional fit was an inherent requirement.But it is difficult for health social work to intervene in public health emergency management,which resulted from lacking of professional staffs of health social work,unsolved legitimacy and rationality of participating in social governance,and neglect of social factors in bio-medical model.It is suggested to explore the ideal interactive relationship between health social work and public health emergency management.
